I think this should make Agents smarter about how to run tests and why tests run how they do. Updated.

The skill only described pytest, which is right for one module but is not what
CI runs.  Adds: the two project runners and how their module sets and orders
differ from each other and from pytest, why that makes leaked module-level
state show up as "passes alone, fails in the suite," the #_DOCS_HIDE
save/restore pattern for a doctest that must mutate module state, the
mainTest/-m forms for a single module or test, the Test/TestSlow/TestExternal
conventions from documentation/source/developerReference/testing.ipynb, and
pylint alongside ruff and mypy.

the whole-suite section.  Kept both, moved master's two sections next to the
rules about writing tests, and dropped the bullets here that they now cover
