Reorganize spec test skip list

Update the skip-list.txt based on further investigation. This is mainly recategorizing some of the time-based tests and re-adding tests on sort that were skipped accidentally.

Bonus: npm audit fix

Pull requests into cql-execution require the following.
Submitter and reviewer should ✔ when done.
For items that are not-applicable, mark "N/A" and ✔.
