Resolves Dependabot alert #124. fast-uri <= 3.1.1 is vulnerable to host confusion via percent-encoded authority delimiters (CVE-2026-6322). Pulled in transitively through ajv (commitlint, serve) as a dev dependency, so no published packages are affected. Also picks up the patch bump for @commitlint/cli and @commitlint/config-conventional from ^21.0.0 to ^21.0.1.
