chore: Update Emissary-ingress maintainers

This is a long overdue update to Emissary-ingress' maintainer list:

• Remove Aidan Hahn
• Remove Alex Gervais
• Add David Dymko
• Add Hamzah Qudsi
• Remove Lance Austin
• Remove Luke Shumaker
• Add Mark Schlachter
• Add Phil Peble

Additionally, we're removing Ambassador Labs from affiliations since Ambassador Labs is no more.

@kflynn I looked at the project maintainers file and there are some affiliation miss matches:

Alice Wasko is listed as being with ngrok in the PR, but Ambassador Labs in the maintainer list.

The PR leaves the affiliation field empty for Hamzah Qudsi, Mark Schlachter, and Rafael Schloming, whereas the maintainer list provides specific affiliations (Ambassador Labs and Shuttle) for them.

Would you please update to match.

Emissary #5925 fixes the Emissary repo's file, but it hadn't landed when you checked. 🤦‍♂️ And I've just pushed another commit here to fix Hamzah's affiliation. Thanks!
