About the pull request
Cleanup some Designer.dm code to corresponding .dm, swap some designer.dm code around for better clearity.
Code from #11168, merging this code would reduce XXL size to L-M
Explain why it's good for the game

Made sure twice, that changes from #11168 are not carried inside this file.

Launched private instance and didnt get errors.
