About the pull request
I'm back again, this time with an idea from Ihatethisengine. Instead of instantly hugging people without helmets like last time, now you have 2 different throwing modes as carrier, depending on your intent. help, disarm, and grab, all work exactly as they do normally, you throw the hugger normally with the same cooldown you get. On harm intent, you charge up a powerful hugger throw, making you stand still for about 1.8 seconds. If this hugger launched by the empowered throw hits a suitable human host, they will fall over and be hugged by the hugger unless someone else saves them, similar to how a hugger trap works. you have twice the time to save/ be saved from the hug as you do from a hugger trap. Throwing a hugger this way, whether you successfully throw the hugger or cancel it, will incur a 5 second cooldown on the ability before you can throw a hugger again.
Explain why it's good for the game
As I explained before in my previous PR, carrier needs something to do. As a support it has abysmal plasma reserves and regen, meaning that trying to build special structures or weeding is a slog, having to constantly wait for your plasma stores to refill enough for you to do anything. Carrier needs something else to do, and this should be a suitable solution. Now at the front or in the backlines you are looking for unsuspecting marines, standing still for too long, and alone. You're now actively trying to secure a hug on someone rather than either sitting behind the xeno fortifications, waiting to hug a cap that a runner or warrior has to give to you, or running straight at a marine hoping they either don't have the brain to shoot the big fat walking frag, or run out of ammo before you two tap tackle them. The ability itself shouldn't be too powerful, since it requires you to stand still for almost 2 seconds, as a caste that has 0 armor, has no explosion resistance, and is also slow as shit and has a huge sprite, in addition, you actually have to hit someone with the hugger, or else it just works like a normal thrown hugger, and you can still be saved by any marine with a knife or gun with a bullet. Also, because you need to physically be hit by the hugger, instead of being on top of you like a hugger trap, it will instead get stopped on the tile in front of you, meaning less of a chance that the dude next to you trying to shoot the hugger doesn't accidentally buckshot PB your head off instead.

add: Added a special hugger throw for carriers on harm intent. Throwing a hugger will charge for 1.8 seconds before throwing the hugger. Any human hit by the hugger will fall over and must be saved by a friend. Doing this incurs a 5 second cooldown on throwing for the carrier.
