Create example for singularity-aware velocity IK with J-Parse#85

Strip the example down to ~80 lines matching the minimal style of other examples (01, 04, 05). Remove GUI folders, method dropdown, orientation toggle, singular/position/orientation gain sliders, max velocity slider, and most metric displays. Keep gamma threshold, nullspace gain, manipulability readout, and ellipsoid toggle.
