Runs `ruff format` on the code base to set a baseline.
Replaces the black lint workflow with Ruff. Also updates the workflow to only run on PRs to avoid running twice.

Create a pyproject.toml that uses Poetry for dependency management. Also
includes a basic ruff configuration. This will be applied in a separate
