Rebuild leptonica with updated dependencies

Rebuilt Leptonica 1.82 in order to update its dependencies. In particular, this updates libTIFF from 4.4 to 4.7 which fixes some vulnerabilities like

• lzma.lib (found version "5.6.3")

I ran the Tesseract Net48Tests to make sure they still work.
