wallet: translate load not-found errors
Define root-derived, arbitrary external, and path-bound external account identity across ADR 0012 and ADR 0013. Record the final account request shapes, scope and schema rules, XPub validation limits, and watch-only custody boundary.

Implements roadmap Task 387.
Change Description
Define root-derived, arbitrary external, and path-bound external account
identity across ADR 0012 and ADR 0013. Record the final request shapes,
caller-declared origin limits, scope and schema rules, and the SQL watch-only
custody boundary.
