Improves code quality and consistency by integrating Credo static analysis into the CI workflow.

  • Configures a new Credo workflow to run on push, pull request, and scheduled triggers.
  • Updates Elixir version to 1.18 in mix.exs and the Credo workflow for compatibility.
  • Ensures dev.local.exs is only imported when the file exists, preventing errors in environments where it's absent.
