The star history chart no longer renders because the upstream service is broken due to GitHub stargazer API restrictions. Update the chart endpoint so the chart displays correctly again.

The star history chart shown in the README (and in the veritas-reason docs) is currently broken and does not render. This change restores it so visitors can again see the project's growth over time. This matters because the chart is a prominent signal for potential contributors and a quick fix is needed.
