33225 - manage parties updates

Description of changes:

• update ManageParties "Add Party" button and "Adding Party" form location
• Update ManageParties component props to include greater section title and description, extra props to pass down to PartyDetails component
• Update PartyDetails form to use SubFormWrapper component
• Update FormAddress dividers
• FormVariant and ManageVariant types
• Update TableColumn actions to use "Delete" label when it's an existing record, keep "Remove" for newly added rows
• Change opacity-50 -> opacity-40 for all table column utils
• Update relevant tests and base layer playground
• Update officers/liquidators/receivers/transition/corrections filings with new ManageParties props/structure
