The {OWNER} and {REPO} placeholders are only substituted in
source.template.json, so they reached metadata.json verbatim.
Use the 8.*/9.* version syntax, add the required top-level tasks section, and drop Windows, where the mutation engine's diff dependency is unavailable.
GitHub's generated tag tarball has no checksum stability guarantee, so point at the reproducible archive attached to the release instead.
