Update module versions to match resolved dependency graph: - bazel_skylib: 1.7.1 -> 1.8.2 - platforms: 0.0.10 -> 1.0.0 - rules_shell: 0.3.0 -> 0.6.1 - buildifier_prebuilt: 6.1.2 -> 7.3.1 Add git_override for cgrindel_bazel_starlib to test version 0.28.0, which fixes deprecated host_windows_x64_constraint warnings.
