Previously, cache options were only passed to
cache-to, notcache-from. This PR updates the builder to pass allowed options tocache-fromas well. Specifically:urlurl_v2tokenscopetimeoutReference: https://docs.docker.com/build/cache/backends/gha/#synopsis
