Add shared credentials for No-IP (no-ip.com → noip.com)

Bar check: This meets the shared-credentials bar. No-IP moved its sign-in from no-ip.com to noip.com. no-ip.com/login redirects to www.noip.com/login, which returns 200 with title "Sign In - No-IP" and a password field, and a nonexistent path on that host returns 404. A password saved on no-ip.com is the password for that same No-IP account on noip.com.

The old apex redirects to the noip.com site, so no-ip.com is marked obsolete.
