BackupWorker command line takes proxy as argumentOption. But it's not passed//used in S3 calls. So, this change will set a global variable which is used by the BackupContainer here. (https://github.com/apple/foundationdb/blob/main/fdbclient/BackupContainerFileSystem.actor.cpp#L1703)
