enforcer plugin

I was getting can not find maven-enforcer-plugin.  We didn't have that one in our corporate repo either since, so I had to c/o the source and install it locally to get it working.  [Maven-enforcer-plugin](http://maven.apache.org/plugins/maven-enforcer-plugin/source-repository.html)

Is this supposed to be available in m.g.o?
