Address Shepherd.js license incompatibility with ASF policy

Shepherd.js changed its license from MIT to AGPL-3.0 starting with version 14. 14.0.1 is the first published npm release under the new license (see new license in v14.0.1.), while 13.0.3 is the last MIT-licensed release.
The AGPL-3.0 license does not comply with the ASF license policy for dependencies distributed in Apache projects.
