What changes were proposed in this pull request?

Run scalafmt on the following files:

  • DateTimeUtils.scala
  • DateTimeUtilsSuite.scala

These files were frequently updated as part of the TIME effort.

Why are the changes needed?

Use consistent formatting to improve codebase maintenance.

Does this PR introduce any user-facing change?

No.

How was this patch tested?

Existing tests suffice.

Was this patch authored or co-authored using generative AI tooling?

No.

Given that scalafmt is not widely enforced enough at this point, I'm closing this PR.
