This PR removes some of the Markdown files in
docsthat were outdated or replaced with new documents in another repository:docs/committer-workflow.mdhad a fully outdated commit workflow, and the other stuff ("Welcome new committers") was replaced by TODOdocs/processing-pull-requests.mddescribed a process that is not GitHub native and produces unwanted commits and behaviordocs/code-reviews.mdhad no more actual contentdocs/jira-triage.md- we don't use JIRA any moredocs/storing-repo-versions-design.mdcontained mostly outdated information but nothing actionable, also replaced via Storing Versions cordova-contribute#24 and Versions, Branches, Releases cordova-contribute#22docs/versioning-and-release-strategy.mdwas replaced by Versions, Branches, Releases cordova-contribute#22
