What changes were proposed in this pull request?
added checkstyle configuration file and corresponding code-schema file for IntelliJ.
Default is set for build to skip checkstyle check and not fail on checkstyle violations. This should be enabled for individual modules once all sources of the module are updated for checkstyle compliance.
How was this patch tested?
verfied that build completes successfully.
