Summary

add a small Rust segmenter module wrapping icu_segmenter
drop the old PyICU dependency in favour of the new Rust implementation
use the Rust module from the user directory search code
remove the optional user-search extras group
document that ICU is bundled starting in v1.131.0

Testing

./scripts-dev/lint.sh (failed: cargo-clippy: command not found)
poetry run trial tests (failed: several tests failed)
