Maybe allow specific jobs from stages to proceed even not every job for that stage can run

For example, if inputs are missing for one single job in a stage, the whole stage will not run. Either providing better error messages or changing this behavior might be good.

This would also happen if a stage before failed. I think that is probably ok?
