Sequence: - Phase 0: this milestone (tracking) - Phase 1: amend PR #128 (plugin.json stays 0.3.6) - Phase 2: transaction finality - Phase 3: domain/inactive lifecycle, then bump 0.3.7 - Phase 4: sole-authority release as 0.4.0 - Phase 5: capacity harness + 1.0 HOLD residuals (soak, signed tags, branch protection, POSIX-only) Do not dump Phases 2–5 into PR #128.
