Ensures npm package-ecosystem entries in the Dependabot configuration enforce a cooldown of at least 4 days, while excluding Workiva-scoped packages (@workiva/*) from the cooldown.

A 4-day cooldown (cooldown.default-days: 4) is added where none exists, and any npm cooldown currently shorter than 4 days is raised to 4. Every npm cooldown block is also given an exclude entry for @workiva/* so internal Workiva packages continue to update without delay. npm cooldowns already at 4 or more days are left unchanged, existing values are never lowered, and no other ecosystems are affected. Both .github/dependabot.yml and .github/dependabot.yaml are covered.

Repositories opted into Renovate (with both renovate.json and the Workiva/gha-renovate action) are excluded from this rollout.
