Implements an OccupancySensor capability in the UI to implement the new OccupancySensor schema at https://webthings.io/schemas/#OccupancySensor
Note that this can be tested with a local checkout of the virtual-things-adapter with 75eac72a388cc430eeb6540aa219b54489702a8b from this PR applied.
Closes #3223
