Create models and migrations for SATS as well as modifications to the user class

Include trailing slash
Only allow actions to be taken by users who have the permissions on the underlying models. This is a difference from other ModelViewsets, which allowed any action by any authorized user.
Also allow asset_archived to be unset, will default to False
