chore: normalize structure and split ipc handlers

Summary

• split host api proxy IPC handler into dedicated module
• extract IPC request helper types and guards
• move manual anthropic test scripts under scripts/manual and ignore desktop.ini

Verification

• pnpm run lint
• pnpm run typecheck
• pnpm test (48 files / 251 tests passed)
