Additional changes to the Export contest submissions details script

Description

What

• Create an additional row above the test case rows for each submission
• Display error messages
• Add a status column to submissions and test cases
• Only export submissions of live participations

Why

• Creating a row for submission information allows the display of submissions with no test case run (CE, IE, etc) and error messages
• Submissions other than those from live participations should not be considered when exported for an official contest

How Has This Been Tested?

Tested on my local version of VNOI. Ran on contests hello22 and contest_testing_01.
