Initial scaffold of the TsuryPhone Home Assistant integration, including core communication, state management, and device API.
This PR establishes the foundational components for the TsuryPhone integration, setting up the project structure, API and WebSocket clients for device communication, a data coordinator to manage state updates from events, and a state model to represent the device's current status. This lays the groundwork for subsequent entity and service implementations.
