Fix Windows build workflow and rename file

This PR includes fixes for the Windows build workflow and renames the workflow file for consistency.

Changes:

• Fixed libhsdaoh dependency issues in the Windows build workflow
• Added proper FLAC installation and configuration
• Improved dependency bundling for the release package
• Renamed workflow file from misrc_capture_build.yml to misrc_capture_windows_build.yml for clarity

The workflow now properly builds misrc_capture on Windows with all required dependencies.
