Make this more cohesive, order it based on punishments.

What's with the ":::", it looks weird on finished product.

| Security Cadets are considered to be the lowest ranking position in the Security Department. Security Cadets must pass a Cadet Orientation in order to go in-game in the Security Department team. |

Again with the ":::", specificially :::Warning looks weird.

| If you want to even _think_ of attending a raid, you **must read the Raid Handbook:** [SCPF - Raid Handbook](https://docs.google.com/document/d/1d8UC_Fu2tOkmox5mXtHfYOnA0HhJods9X4mQZHvE21A/edit) | ||

| One way for Class D personnel to cause havoc around the site is by taking facility personnel as hostages and putting combatives on their toes to find a way to successfully rescue them. Usually Class D will attempt to negotiate with combatives to gain something from said hostages. |

I've updated all information pertinent for users outside of the Security Department, this includes updating the Hostage Guidelines link, as well as getting rid of obsolete sections such as roll call and the emergency recontainment hierarchy as they've both been faded out of use. The only thing not updated was the miscellaneous information section, as well I know very, very little in how to code and that crap was scary looking. I'd recommend taking a once over of all I've done to ensure it transfers flawlessly into the main website.
