Allows the LTI1p3 content selection workflow to function without access to 3rd party cookies.
If cookies are totally blocked (Epihpany, Safari???) a new window is opened and workflow happens there. It ends in an orphaned page that loads the content, which is a bit awkward, but that is an artifact of LMS handling.
If existing cookies are blocked but the iframe is allowed to make new ones (firefox with enhanced security), the user can provide their RS credentials in the iframe and then continue the content selection as normal.
