Responsibility for a service or infrastructure is delegated to the lowest level (tier) that would have sufficient population to require and/or support the service. Proposed levels (of jurisdiction and responsibility) are as follows:

  • Neighborhood: 50-100 household ==> 100-200 residents ... X% is only 1 or 2 children in each age cohort ... not enough to support any child services. Local infrastructure concerns would include sidewalk maintenance, a playground, and perhaps parking infrastructure. Services might include a neighborhood security patrol.
  • Precinct / Village: 500-1,000 households ==> 1000-2000 residents ... X% is ~10 or 20 students in each age cohort ... which is barely enough to support a pre-school and an elementary school (grades K-5). However, it should be large enough to support a supervised swimming pool for recreation and swimming instruction. Three percent (3%) is 30-60 residents ... which is enough to support a local senior care program.
  • Ward / Township: 5000-10,000 households ===> 10,000-20,000 residents ... X% is ~100-200 students in each age cohort ... which is enough to support a middle school (grades 6-8) and a high school (grades 9-12). This population is also large enough to support a walk-in clinic (10-20 doctors with proportional number of nurses and attendants). Security services and infrastructure would include fire protection / emergency services.
  • Town / District: 50,000-100,000 households ==> 100,000-200,000 residents ... X% is ~1000-2000 students in each age cohort ... enough to support a vocational school. Infrastructure at this level may include streets, storm-drains, water and sewer utilities. This population is large enough to support a small hospital. Security services and infrastructure would include a police department, vehicles, and a small jail and justice department.
  • County: 500,000-1,000,000 households ==> 1-2 million residents. Infrastructure includes inter-city roads and a hospital complex providing specialized healthcare services.
  • Region: 5-10 million households ==> 10-20 million residents. Infrastructure includes regional transport: highways, canals, a regional airport. This is a large enough population to support a regional university that provides world-class professional training. Security services may include 'Emergency Brigades' trained and equipped to respond to unusual large-scale emergencies such as hurricanes, tornadoes, floods, wildfires, et cetera.
  • Continent: 50-100 million households ==> 100-200 million residents. Infrastructure includes air traffic control. Security services will include operations related to detection, prevention, and mitigation of epidemics.
  • Planet: 500-1000 million households ==> 1000-2000 million residents. Responsibility includes regulation of the seas. Infrastructure includes air traffic control over oceans. Security services include rescue operations at sea. Because war is illegal, enforcement is at the planetary level and includes the authority to arrest and prosecute persons who advocate war, or who produce or sell weapons designed for warfare. Since advocating war is considered a sign of insanity, but still may occur at the level of jurisdictions gone insane, ... (TBD).
  • Solar: Infrastructure supporting navigation in 'outer space' is supported at this 'inter-planetary' level of responsibility. Corporations are also regulated at this level in recognition of their ability to operate at all levels including operations in 'space' (e.g. asteroid mining). Regulatory authority includes licensing mining operations and habitats (implying some 'ownership' rights and responsiblities). Security services include the detection and mitigation of hazards to navigation in space, defense against asteroids, and prevention and mitigation of space debris.

Note: The ratio X% is a parameter for estimating the number of students at each age level. The numbers given above assume a minimum ratio of 1% of the total population of residents. Local ratios may vary and so these are "rules of thumb". By the time this Constitution is implemented, life expectancy will have increased and the propensity to have children will have decreased - so X% on the order of 1% seems a good-enough estimator. The ratio of 3% is used to estimate the number of seniors likely to need special services. The estimate is based on the idea that some seniors will be relatively infirm during the last few years of their life.
