Purpose

Implement 2.2.1.ユーザ権限設定機能 function

Changes

  • Add a new サービスアクセス制御管理 page
  • Add logic to check API permission
  • Add new error messages handle code related to project function on front-end.

QA Notes

  • Does this change require a data migration? If so, what data will we migrate?
    -> Have data migration:
    • osf_osfuser table
    • osf_function table
    • osf_service_access_control_setting table
