Adds docs/QLX_MULTISIG_CONFIG.md documenting multisig setup, signer rotation, and threshold-signature verification for critical operations. The document is written for protocol operators and includes concrete Rust examples with real entrypoints (initialize, verify_op), boundary check tables, and operator rotation workflows. Cross-linked from README.md and docs/README.md.
