P2 Badge Update the workflow contract test for TG_TOKEN

This change leaves tests/test_sync_cloud_run_env_workflow.sh:64 asserting the old ${{ secrets.STRATEGY_PLUGIN_ALERT_TELEGRAM_BOT_TOKEN }} binding, so bash tests/test_sync_cloud_run_env_workflow.sh now exits with status 1 when the workflow is checked. Please update the assertion alongside this workflow change so the workflow regression test remains usable.
