Sync QPK dependency pin for shared health module

Summary

• update CryptoStrategies' quant-platform-kit dependency to the QPK commit that includes the shared health module
• add a governance test for the QPK dependency pin so downstream platforms do not resolve back to the old healthless QPK commit
