This PR resyncs the translation to match the current source document.

Reason: The TARGET omits the '{todo}' directive block present in SOURCE (note about migrating to sphinx-proof for algorithms), and also drops the commented-out alternative matrix examples in the code cell. These are minor content omissions from SOURCE not reproduced in TARGET.

Changes

Whole-file resync applied. The entire document was resynced in a single pass.
