feat: publish Crypto Spot Quote CAP package

Summary

• turn the Harbor-backed Crypto Spot Quote release into the second reproducible CAP publication package
• derive a Provider × Access Path Selection Snapshot, article facts, pricing evidence, and decision charts from the immutable release
• validate article identities, recommendations, prices, links, evidence, and charts during offline reproduction
• remove the redundant undeclared evidence manifest so the public evidence directory has an exact release-bound file set

Acceptance criteria

• offline publication reproduction succeeds without credentials or network access
• Binance and OKX remain separately attributed to their tested QVeris Access Paths
• all 12 released calls, public evidence digests, list prices, latency facts, and article tables are bound to the package
• mutations to material claims, identities, source pricing, snapshots, evidence, or charts fail closed
• wheel-installed CLI reproduces both Dividend and Crypto publication packages

Verification

• 12 Crypto publication acceptance tests passed
• 56 publication tests passed
• Ruff passed for changed Python files
• mypy passed for both Crypto publication modules
