Resolves #58
It seems like
base_path()andgetGlobalComposerHome()don't quite match up on WAMP. Possibly some sort of symlinking. But by checking explicitly forisRunningLocallyinstead ofisRunningGloballyand having global be the default fallback, I think this'll fix it.
