Adds a new
RolesCreatedevent that emits role names, images, metadata CIDs, and voting permissions alongside hat IDs during organization deployment. This enables subgraphs to correlate role metadata with hat IDs for proper indexing. The event is emitted in
_deployFullOrgInternalafter org creation, making role metadata accessible at the same time as the organization deployment, which is critical for subgraph indexing during org creation.Tests verify all 35 existing tests continue to pass with the new event emission.
