Use a wrapper class for reading and writing state to avoid annoying and error prone code duplication. Code mostly based on dolphin/duckstations code but simplified. Would be nice to eventually do compression as well

Wrapped savestate reading/wrapping in a class like duckstation does to avoid having to manage two functions per system.
Seems to work about as well as previously.
