sudo su test so you can run as a non-root user but with sudo permission
… ruby_dir_base_version
…ion doesn't need proj.prefix

This PR goes along with other PR's aimed at allowing OSX builds to be ran as a non-root user and on GHA.
!! The configs/components/puppet-ca-bundle.json!!
needs updated to the new tag once merged here:
OpenVoxProject/puppet-ca-bundle#1
All the other changes are for file permission issues and so forth.
