Update OPG v9 libraries, including updating opennms-js to 2.6.1 which should make it more compatible with Grafana 11 and even 12.

Also rearranged the package.json file.

Unfortunately, due to various libraries (especially transient dependencies) that are difficult to update, this does not pass the osv-scanner which is used by @grafana/plugin-validator to validate the plugin, so we are disabling that scan in order to complete a build.

It may also mean this version does not get approved by Grafana, but we'll see.

Note, the OPG v12 passes the scan as we are able to update various libraries.

LGTM,
However, I'm not sure if disabling OSV Scanner will have any impact on publishing the plugin.

@mershad-manesh it just allows the build process to finish, otherwise the final validation-packages step will fail.
