Support Python 3.13 and introduce pypa/cibuildwheel

Description

• Add Python 3.13 Support and drop Python 3.8
• Upgrade used GitHub Actions (minor version upgrade).
• Use cibuildwheel to build wheels for across all supported platforms
• This PR should fix 'tenseal._tenseal_cpp' Module Not Found #498 and Mac M2 Macos-15 (Sequoia) fails to import library (ModuleNotFoundError: No module named 'tenseal._tenseal_cpp') #505.
• Bump version to 0.3.16 to create a new release.

How has this been tested?

• I have tested cibuildwheel in a fork (I had to remove the other workflows to speedup the debugging and testing).

We were using the legacy system WORKSPACE of Bazel, I think it has been sunset. (Related issue)
We have to migrate to bzlmod system if we want to keep supporting Bazel build.
