This code is not part of upstream Keycloak.
The PR implements a new SPI called "KeyStore", proposed in keycloak/keycloak-community#345.
The purpose of this change is to:
Credential hot-reload is based on modification timestamp of the configured files and it is polled whenever credential is used, but at most once per second.
This code is also in upstream PR keycloak#7365 but it is blocked until maintainers accept (a variant of) the proposal, or some alternative approach with similar capabilities is found. After that the upstream implementation can proceed again.
