Sync README and oclif manifest with access command and bump to 0.9.6

Motivation

• Align the repository docs and CLI manifest with the provided baseline by adding the access command documentation and ensuring the plugin version is current (0.9.6).

Description

• Update README.md to 0.9.6, add the sf metadelta access workflow to the English/Spanish indexes and replace the previous gitanalyze section with a full access command description (EN/ES) and examples; update installation references to 0.9.6.
• Add metadelta:access metadata to oclif.manifest.json including flags (all, prefix, output, capture, addaccess, passphrase), relativePath to lib/commands/metadelta/access.js, and bump the manifest version to 0.9.6.

Testing

• Validated oclif.manifest.json syntax with python -m json.tool oclif.manifest.json, which succeeded.
• Confirmed changes staged and committed (git add + git commit), producing the commit included with this PR.
